I think the OS Inf is on the wrong base - I know it's 3b mixed but right now BM is ahead on 2 bases and gets more extra funds than normal, so I don't think that's balanced. It might not even be quite balanced if you shift the OS Inf over to the base with the preowned city as BM still looks to be advantaged then. Otherwise I get B-rank vibes from this one due to the limited scope of the land fronts.
