Designed for Fog of War and Live Play

Changes since last tagging:
Moved the HQs to the corners.
Shuffled the city hieroglyphs to try to get as many of them >2 tank turns away.
Removed the cruiser gimmick in the back, instead one airport is locked and the other is being spied on (yay BBoat minigames.)
Shrunk the map.
