Rules:
- Win with Orange Star
- Blue Moon is Javier, and does nothing on his turn except capture your HQ with the northeast infantry, moving as far as
possible every turn. He does not use CO powers, attack units, or build units.
- You can pick whatever CO you think will help
- The intended solution does not rely on luck rolls


For convenience:
- You start with 13k income. Javier starts with two com towers.
