Rules:
- Win with Orange Star
- Blue Moon is Sami, and does nothing on her turn except move to capture your HQ with the northern infantry, moving as far
as possible every turn. She does not use CO powers, attack units, or build units.
- You can pick whatever CO you think will help
- The intended solution does not rely on luck rolls

For convenience:
- You start with 5k income.
