Pugachev's Rebellion, also called the Cossack Rebellion, was a large revolt in Tsarist Russia. It was led by Yemelyan Pugachev, an ataman of the Yaik (also called Ural) Cossacks and deserter from the Russian army, who impersonated the late Tsar Peter III. The rebellion was against Empress Catherine II, with the rebels primarily motivated by discontent over government policy. The rebels consisted of a coalition of Yaik/Ural Cossacks, Russian serfs, Old Believers (a religious sect), Bashkirs, Tatars, Chuvashs, the Mari, Erzyas, Mokshas, Udmurts, Kazakhs, and Kalmyks. While initially very successful, primarily due to a lack of Tsarist resistance, a series of defeats ended the rebellion, with Pugachev being turned over to the authorities by Cossacks. Yemelyan Pugachev was executed on January 21st, 1775 in Moscow.

Blue Moon - Pugachev's Forces
To win, the rebels must capture Moscow. While Moscow wasn't the capital of Tsarist Russia (it was St. Petersburg), Moscow is the HQ.

Grey Sky - Russian Forces
To win, the Russians must kill every rebel unit (in the play area). If BM has only the units behind pipes, they are supposed to resign.
