I think that AA is a bit favored here (simply because it seems easier for them to get TA on more of the cities/city pairs near the symmetry line), but it seems to me like it really depends on player decisions somewhat. I'll give this one the benefit of the doubt and check back in a while (added UR tag, too, so I don't forget).
