I think removing the Arty is too easy/obvious (build Mech, unload it on the mountain with BBoat, tank the Arty shot with BBoat if necessary). The preowned cities also cause slight TA - particularly the center ones as these should usually get flipped early.

I don't think the decisions are necessarily as obvious as you imply. Any turn spent going for secondary targets (preowned city,
preowned arty, etc.) has to be balanced carefully against contesting or capturing the neutral base. I do tend to agree that the
preowned city is a bit too close to the base though, and is likely to cause TA.
