The basic ruleset I had in mind was standard funds with a max 30 unit cap.

Note to future self if remaking this map, start by trimming 9 vertically and 12 horizontally. Adjust side islands accordingly,
specifically make 2 and 8 more interesting. Also maybe extend pipes into the center with the base connected for piperunner
shenanigans.
