For fog. The idea of the artillery is to force a diagonal frontline on a horizontal map, with the sub used so that players know
where the artillery is to prevent RPS.
After testing, the day 3 recon asymmetry that allows p1 to capture the (21,07) city that p2 cannot mirror if both players skip
everything to get it is deemed acceptable as it's incredibly damaging economy-wise and the 1b side is not expected to hold
that in the long run due to the artillery. And p2 revealing the infantry still allows the artillery to shoot and thus prevent the
chain from getting acquired.
