Initial setup:
1) DMC 80 wants 2v2 islands (min. 4 landmasses separated by seas, should've allowed shoals, though). The FFA setup will be
made in a separate entry.
2) Income equal at 12k, day 10, extra 2 cities at the offshores + 2 sharable cities in the big island, and 6 contested props
