The World by benbever, but Central America gets a blackboat so they
have something to do besides get crushed unless one of their neighbors
leaves.

Also added the Canaries and Cabo Verde

Really good base map, hopefully these balance changes make it slightly
better

Central America still terrible and China is weak because of the easy pressure and initiative Australia has. In my opinion, there
should be more income for China. Placement of bases on Americas is what makes Grey Central player always quit.
