Changed the Shoal City to a Comm Tower based off Feedback, added an additional 4 cities, two on each side of both sides to
make the income more flexible for both sides.

Changed several forests to plains or roads, removed previous contested Com Tower addition and replaced them with Cities,
added FOG to the title of the map as it's probably best played as a Fog of War map to avoid build copies, map should be less
stalematey with less strong forests.
