Post-nuclear war Mesoamerica of the Fallout universe as expanded by developers of "Old World Blues" mod for HoI4.

Rules:
- COs: ban global damage, and consider Javier to be tier 0
- Clear weather
- Fog of war on
- 500 funds per property
- Capture limit of 60, or 102 as a united faction (Described below)
- Unit limit of 60
- Units available without lab: Infantry, mechs (Spec ops), APCs (Caravans), naval transports, recons (Scavenged vehicles or
support robots), cruisers
- Units available with lab: Transport copters, battle copters, tanks (Military vehicles or combat robots), medium tanks (Power
armor or heavy robots), submarines
- Note that all indirect units are banned. This is to reflect the nature of warfare in a post apocalyptic world such as fallout, and
most importantly show off the domination of Power Armor in such environment

Factions:
Some nations belong to factions. As a general rule, faction members are obligated to share vision, and announce to
all players should they leave their factions. If a faction accumulates combined 102 properties, they win as a team.
Alternatively, this map can be played as a FFA with no special rules at all. Countries leave their respective faction upon
attacking a unit of another faction member, capturing their properties, or at any time through a message, but both factions
have an exception from this rule.

There are two factions:
1. Nuevo Aztlan: consisting of Jade Sun, Azure Asteroid, and Amber Blaze. Jade Sun is the suzerian, and
should they attack one of the other team members, they are removed from the faction instead of Jade Sun. However,
Speaker's authority is in decline, and until they recapture Mexico City (Base at 16;20), Azure Asteroid and Amber Blaze can
fight and capture one another's properties without leaving the faction.
2. Chichen Itza: Red Fire, Grey Sky and Purple Lightning. They are allowed to participate in political rivalry (Fighting behind
pipelines and attempting to capture HQs and comtower located there), without breaking their faction apart into civil war.
- Players belonging to a faction are forbidden from signing alliances with other players, unless they are the only member
- Royal marriage: Should Red Fire be the only member left of the Chichen Itza faction, they can offer for Azure Asteroid,
Amber Blaze, Grey Sky or Acid Rain, but only one of them, to join their faction through royal marriage. This is the only way
any faction can be increased in number.
- Should a faction claim they have achieved victory, they should share vision with other players so they can confirm

Lore:

In south mesoamerica, where American occupation had not reached, history had repeated itself. After bombs fell, people
organised into communities modeled after ancient city states of Aztecs and Mayas, and with time two major powers
emerged: technologically advanced Nuevo Aztlan, with capital in Xochicalco, and a maritime empire of Chichen Itza, both
locked in conflict over the ruins of Mexico City seen as a heartland from which both powers emerged.

=Tlaloc=
An American supercomputer, set up to coordinate occupation over Mexican territories, had over time changed and
degraded. It is now the protector of the people of North Mexico, but it's inner circuits are slowly and inevitably failing: dividing
between four "Sons of Tlaloc", fragments of it's consciousness impersonating figures from Mexican history. Once Tlaloc dies,
one of it's sons- Moctezuma - will turn south with conquest in mind, threatening to put all of Mesoamerica under it's control.
- Black Hole will control Moctezuma when he arrives, but until Tlaloc dies by being torn apart, that player controls the
foundries of Petro Chico and southernmost tribes under Tlaloc's protection
- Green Earth is another son of Tlaloc, Santa Anna. This one is compelled to invade Texas by his historical memory and
Zapata's (Youngest son of Tlaloc) manipulation, and will only send a minor force south to secure the foundries of Petro
Chico. Santa Anna can choose between attacking in full force, or putting some of his efforts towards delaying Tlaloc's death

=Nuevo Aztlan=
- Jade Sun: Speaker Yesenia Aztlani, the figurehead of the empire, belonging to a family of mutants with hereditary ability to
predict the future. Her parents were killed (?) by Tlaloc in nuclear fire when they attempted to recapture rebelling territories
that had discovered Tlaloc would protect them if they stopped paying taxes, and ever since then she had faced defeat after
defeat at the hands of Calomte Sebastian II of Chichen Itza. His current critical condition does not seem to promise a good
future however, as in her dreams Yesenia saw the impending death of Tlaloc, and armies of machines that would soon
march southwards.
- Teal Galaxy: Jaguar Cult, tribals of south Aztlani jungles. Their warriors are the empire's elite, but they remain in an
intense rivalry against their competition, the noble Eagle Cult.
- Amber Blaze: Eagle Cult, nobles of north Aztlani mountains, field troops of scavenged and refurbished power armor,
supported by troopers with anti-materiel rifles. They have proven highly effective against Tlaloc's machines, but have nothing
but disdain for the Jaguar Cult in the south.

=Chichen Itza=
Under long reign of Kalomte Sebastian II, they have crushed Nuevo Aztlanian army in the Flower Wars finally reaching
Mexico City, subjugated the kingdom of Tierra de Los Tzotzil, and even set out on expedition to aid Guerreros de Honduras
in fighting off the mutant threat, but that last expedition had ended in tragedy as a bullet had pierced his skull. Despite
sacrificing many on altars for the health of their leader and country, it appears he will soon die without a clear successor.
- Red fire: Clara Ti'huun Guzman. Well educated administrator, with support from the navy and militia of Chichen Itza, offers
populist promises of future prosperity if the people of Chichen Itza offer her their support. Shold their HQ be captured by
Purple Lightning, they are forbidden from resigning in order to prevent them to receiving their properties.
- Purple Lightning: Halach Uinik Calos Franco, with support of the Ejercito, offers an utopian vision of a great nation, as
depicted in an old book he had found: "1984". Should their HQ be captured by Red Fire, they're forbidden from resigning to
prevent them from capturing all their properties.
- Grey Sky: Tierra de los Tzotzil. Led by cunning Tobias Rey II, they have been subjugated but may now fight for their
independence, which they have maintained for hundreds of years until this point.

=Other nations=
- Brown Desert: Costa Cafeinada, Trading company focusing on coffee plantations as their main source of profit, led by Baron
Garcia - an immortal ghoul that rose to prominence during the uncertain period of 2080's Mexico. Only on paper a subject of
Nuevo Aztlan, in reality the baron maintains neutrality in the empire's conflicts for his own profit.
- Acid Rain: Guerreros de Honduras: a military junta, all that remains of the nation of Honduras, that had nonetheless
survived in this form to this day. They serve as a shield for all of Mesoamerica, against the mutants of the south that
constantly encroach northwards.
- Cobalt ice: This player controls not only mutants of south america that have invaded this land, but also tribal Cubans
resisting colonisation by Chichen Itza, and all mutants on the map.
