Might be a bit too stally. The BBoats allow the 1b to cap properties that would otherwise be contested. They can also serve as blockers later on which makes Arties pretty viable. The (17,08) city is particularly easy to defend as tanks from the 1b can sit on it with one move, BBoats can repair from the shoal and protecting the city with an Arty is very feasible due to the BBoat blockers. Now the 2b1a could bring their own Arties but then the whole thing is at risk of turning into a stally standoff (at least for some time since I'd expect a 2b1a to overhelm a 1b eventually, but then the gameplay on here also is at risk of turning into a [slow] damage race on the sides every time).

The HQs are too defensible I'd say - I can't really envision these getting capped unless there's a heavy misplay somewhere.

Removed one b boat, Moved the hq towards the center made the front less chokey, moved the 17.08 city to 17,09
