Hilariously, I think Sami might be viable in T4 on this map because of her +1 movement on Black Boats means she can move directly from the infantry stream to the port, allowing her to unload her infantry twice as fast. Drake can also do this, but having to rely on airports means he probably isn't very good.

On the other hand, it is still base light high funds Sami, so maybe she is still bad.

Still unsure about the gimmick, but since the frontline is actually interesting in this version, we can try this one out in A-rank.
