The Cruiser can spy on both the airport and the 1b if you keep moving it back and forth - so removing it is too much of a necessity maybe (building a Copter to chase it seems quite mandatory).

The center cities also have some TA as an Inf that has capped 07,12 can move to 09,11 and then choose which center city to cap.
