I think a setup where the starting bases are preowned would be better here (or alternatively, the starting positions of the Infs could be changed, although that seems hard here) - otherwise you could potentially do some shenanigans with some of the pre-deployed Infs where you immediately go capture a base that is supposed to be contested otherwise.
