Tried to alter the map's balance to give the "pac men" a better chance, while keeping the maps acetic mostly intact.

Note to self: Fix after current game, incorrect road variant on (04, 11), (21, 24), & (23, 29). Add missing comma in title.
Replace mountain at (15, 01) with a city.
