Early Arty to unlock the airport looks very good to me, perhaps too good. The areas around the Com Towers also are a bit problematic I think as there will be stalling initially (the 1b cannot afford to lose the tower and the 2b probably will want to get it or at least not allow the 1b to expand so both players will likely keep sending vehicles there).
