P1 looks to be a bit favored here due to the ABAB Arty order because it's quite easy to unlock the airport eventually by parking an Arty on the 16,11 city. Even if P1 builds a tank first instead, they also are the first to get a turn where they can buy double Arty. So P1 does have an easier time unlocking the airports (if they want to).
