The idea is that the players are far away by land but not by sea or air. In particular,
note that Landers can move from one player's port to the nearest enemy's port in one turn.
But once enough Airports are in play, a true FFA in the center should result, with
simultaneous mostly-land wars on the sides for cash.

Grit may dominate in the early game, as the innermost bases are only 4 squares apart from
an enemy's. He also can do scary things with Battleships. However, the outskirts have
additional bases and are not very chokeful, and Grit will lose air-to-air battles.

Can also make a nice West vs. East battle.

The only thing I don't like so far is that it's too symmetric, but it wasn't obvious how
to prevent that. I avoided 4-way mirror symmetry with the ports and shoals, and tried to
place some of the forests in an interesting manner.
