I think this could benefit from a different FTA counter setup because currently P2 will be ahead on 3/4 bases instead of 2/4. The 27,12 harbor could also be moved to 27,15 or something to prevent possible shenanigans where it might be beneficial to cap it before the base.

2nd review: Got ABAB tanks here, so the funding curve probably isn't entirely balanced.
A bit of a faster start would probably help here as well since the 1b can be very greedy early on, getting multiple chains (likely uncontested).
