Count the funds: Black Hole can get up to 17000, while OS and BM both max out at 8000.
Also, the starting funds are at 9000 for Black Hole, while OS/BM get 4000 apiece. You
need to give both OS and BM another starting city, and maybe another neutral while you're
at it. The two divided forces are supposed to have a little more money than the solo
because the larger concentrated funds allow for stronger units, like how OS/BM can only
build a tank each and BH just makes a Md.
