2 v 1 is a very fine idea. But i think the map-maker needed to comment on the concept, to
help everyone understand what goin on. Anyhow.... lets see..

It can be played with the "pair" (Os+BM) as a team, or as individuals who clearly must co-
operate anyway but cant pass over one another nor see well in Fog.
Note- balance is always tricky in such situations. However, on such experimental type
maps, winning will be secondary to learning and enjoying the experience.
Nontheles, with "equal opportunities" available to the principal (here black-hole) versus the
pair(Os+BM), then the principal would generally have a big advantage in co-ordinating
movement of his forces. ...
....so it seems surprising that BH has quite a lot more resources than Os+BM .!
Assuming im not overlooking something major, then to make a fairer battle we could eg.
require BH to choose a low tier CO , while Os and BM have higher tier CO or even brokens!!
..the current funding advantage is high.. 10 to 6 ratio! A big CO tier difference is the only
way to go. Eg sonja (BH) v Kenbei (Os) and Colin (BM) for example.

Perhaps to balance this map, try dispersing a lot more neutral cities, more so on OS and BM side.
Adding another neutral base for OS and BM would allow them to outnumber BH, who'd have to
rely on more expensive units to face a more numerous force. Hopefully that should play out fine;
BH has a lot more funds to throw around than both his opponents combined.

the number of the black's cities is too big, that will make the game no balance.
