Designed with FOW in mind. The FTA counter gives BM a headstart on their recon scouting
and an earlier capture of their neutral base; this makes up for OS's turn/fund advantage.
If both sides go straight for their base they will both successfully capture it, even if
Sturm is involved. He should still be banned, he kills in FOW.

I attempted to reduce initial infantry spam by having one starting base, since people
usually make only infantry in the beginning for the capture phase. Not only is the capture
phase shortened, it is restricted by the enemy recon, which requires units other than
infantry to be built.
