First, I'll do the obvious problems:
Needs roads
Needs mountains
Needs (more) forests
Needs reefs
Less shoals?
FTA counter might not be enough for starting funds
Needs more neutral properties

Now the ones which are optional to fix:
Make it so the mini islands can only be reached from the sides of the bridges (don't have
to get rid of the shoal next to them though)
