Yes, both armies have the same number of bases and funds.

The map takes a while, please play with funds per turn at 1000. Any more will just make
it take that much longer.

Actually, there is an odd amount of bases, so one has 1 more than the other faction.

There, all fixed.

Now both armies have 345 properties each, which is a good number.

Note that with the HQs surrounded by pipes, the only way to win this map is to make all
their base belong to you.

There are so many things wrong with this map I can't begin to count. However, against my
