this may be a map of the baltic-sea.
i tried to make the funds equal to make the map playable.
i also gave BM more funds, because the have multiple fronts against everyone else.
FTA is NOT contered, because BM has multiple fronts, and OS also needs a good start,
because the are in a corner like BH,CI and GE, but OS HQ is slipped a bit more to the
middle and is attacked very early by BH.
any comments welcome!

it's not set in any world-war or such like this.
