It's an interesting idea. You certainly have to work together perfectly. I can't really tell, but it
looks a bit too unbalanced to make a completely fair game.

The PC/PL team seems particularly screwed, being 12th and 14th in the turn order. And being
in the center in the map, they need to fend off units coming from all direction.

yea, try switching their position with the OS/RF team
