This is intended as a team game, everyone against black hole, with black hole as javier, I may be
doing extensive tweaking after some testing, and idealy feedback. (I know Javier is crazy powerful
with multiple com towers, thats the point.)

javier has too much funding to make this a plausible fight.

Alright, testing revealed some major flaws, so in acordance with that, i have made some adjustments.
Firstly, javier gets one less com tower, 4 was just too much, he tended to win same unit fights even if
he was the defender.
Secondly, javier does not start with his airports, they were too much of an edge, he could use t
copters for an immediate and nigh unstopable hq capture on everyone.
Thirdly, javier's cities in his base area now start under the control of the other players, while he gets
more of the nuetral cities, this is so javiers starting income is not too gutted, while forcing him to turn
his initial attention to his own base. Oh, and the labs are now inacsesable to javier, bad enough that
he gets an extra com whenever he beats someone, the labs are to give something of a unit selection
edge to everyone else. Lastly, each of the other players gets one more city in their area, and start
with two more.
