Other than that, the map looks pretty good.

My main aesthetic qualm is that the single river tiles look out of place, and that the
shoals in the center are a bit over powering.

In terms of gameplay, I think it should be fine once you work around the turn order thing.

JS can put a Recon on the lower neutral base before TG can put an Infantry on it, but TG can't put a Recon on the
lower neutral base before JS can put an Infantry on it JS can put an Infantry on it.

An early Recon/Tank/Infantry conflict for a neutral base is not necessarily a bad thing in itself, but as it stands here
it's unbalanced.

There's a couple of options to make the sequence of Recon/Infantry arrival identical for both sides. You could
move the neutral bases closer to one side; you could change the position of the FTA counter onto the other base;
or you could trace the path a Recon will take and lay obstacles with terrain.

Thinking about it, a map in which a Recon starts camped on each neutral base could be interesting... hmm...
