There are no limit. Blue Moon must win as fast as they can.

Players could play this 2 games simultaneously, colours reversed. Whoever wins in least
turns is declared winner.

still, its probably a bit slow.

ok nice idea hasnt similar hide and seek been done before anyone?
like red 11 says might be slow to get going ... maybe faster and more fun as a multiplayer
Use black hole the baddies with only 2 or 3 predeployed neos in centre for seek and destroy
and have the multiplayer hiders with only one apc AND one infantry ... for complication and
fun, you re out when you lose both inf and apc and anyone left alive after say 30 days can
be considered joint winners.

My advice would be to split the map in two, with a pipe in the middle. Each map is a mirror of the other, except the teams are reversed on one, and you make it possible to reach the HQ. And the winner is whoever captures the opponents HQ first.

The players would likely need to make a pact though, so that they don't simply surround their HQ with the APCs to stall the opponent.
