Trying to make an amazingly cheap map here.
Broken COs----
Hachi, Sensei, Kindle- MASSIVE URBAN PROPERTIEZ
Colin- Massive payload at his disposal.
Sonja- Only if there's fog.
Nell- She's cheap from the start.
Javier- Lieks COM Towers.
Sturm- Can easily maneuver through mountains, reefs, and forests.
Koal- Massive road damage.
Grit- Notice the sniper points? :]

Now the question is, To use the Brokens, or not to use the Brokens? :]

Also, this map has a FTA counter, so it's even awesomer.

Without Koal's SCOP, they'd both be even at 110%.

I'm not sure if there are enough roads for Koal to be overpowered. Close, but not quite.

I believe you neglected to mention lash... who would definitely be more broken than Koal
on this map..... at least 50% of the map has to be 3 star terrain... and everything that
isn't is basically just forests and roads...... so other than the roads in the middle, the
small section of shoals, and the little bit of "open seas", Lash will have a bonus
(greater than Hawke's and Koal's) on every tile on the map...... not to mention she gets a
movement bonus on her COP and SCOP....

so I think she might actually be more broken than half the people you mentioned lol

(PS yes...Koal does suck...)
