Recon FTA may turn out as an issue but you can counter it with a Mech or even a Recon
yourself.

Maybe they banned Adder because of his movement increase CO power. Since the map is small,
Adder would pummel someone with a fast-travelling neotank or something like that xD

Adder is not necessarily better than Koal here. Although I prefer Adder to Koal because
he can double COP if he has his SCOP and doesn't have to be on the roads to make full use
of his bonus, which is also another advantage because roads don't have a defense bonus.
So IMO Adder > Koal already.
