Woah, "Madness" is right. The only problem with this i see, is that the people in the corners
are basically screwed as far as getting those unclaimed cities. Orange, Green, Black, and
Brown will all get to go before the person their next to. Which means second turn their
infantry get the first jump on those city's, and can easily block the path to the closest
unclaimed base. My suggestions are to A: Switch the base and city that are closest to the
starting points, and B: remove the rockets for the players with an advantage and replace
them with artillery.
