Your title is accurate. Teal is never going to be able to get anywhere in this game.
They have no infantry, no production facilities, and won't be able to stop orange from
building a single stealth and APC and winning the game. (alternatively OS could just build like
three artillary and infantry spam the rest to win.)

To make this a really good Joke map, you'd have to make it look aesthetic at least. Nice
idea with the fuel.
