What do the predeployeds do, sit there the entire game? Neither country is going to let their
post be taken.

i guess they are there to evitate the enemy from capturing the properties on that isle, though it is
perhaps a bit overkill for only two cities and a tower.
also the artillery can lock the city across the see into the mainland
