Here's a little backstory for you.

"The Black Hole Army used this massive pipeline during Sturm's last invasion in their
attack on Blue Moon; they would use barges to move waste in large quantities, enabling
increased production of units, while the Pipes and a generous amount of Submarines would
shield them from attack. During the Von Bolt crisis, it doubled as a production facility,
but a nuclear chain-reaction drove all the Black Hole soldiers out of it. Black Hole
forces now seek to regain control of the pipeline, should they decide to attack Cosmo Land
again from this point. Blue Moon seeks to take it, to prevent such an attack."

EDIT: Added useless Missile Silos for a little comic relief.
