It's called an FTA counter. There will always be an advantage going first in on normal, symmetrical map - so many map
builders try to put a finger on the scale to slightly tip the advantage slightly more toward player 2's favor. With two already
captured factories and one free infantry, This gives player 2 a slight advantage over 1, but still less than the innate advantage
player 1 would have otherwise.

Although there is infantry compensation, P1 can still make aircraft first for this map to form an advantage.

If P1 builds a recon on turn 3 in the west and city-skips in the east with an infantry, they can deny P2 the airport while also
grabbing their own airport, giving them a massive early game advantage.
