Tends to create stalemates as it is now, my recommendation would be to remove the border mountains to allow anti-air to do
their job, moving the airport further back to discourage copter spam to protect your comm tower, replacing the ports at 15,01 and
07,17 with a city(The port doesn't matter where it is now), and moving the ports at 06,02 and 16,16 to shoal tiles 10,07 and 12,11
that way ground units can still cross and the infantry from the base can still capture turn 1(will also mean you get the airport later,
which will help); replacing where they are now with a city will be fine.
