Ghost 2/3 of the ports and set funds to 500 and I think it might be playable.

lots of pipe-seams to disable use of pipe-runners and to break past the pipes.

ghost units are annoying; glitches unloading and that is not worth it.

half funds is a reasonable counter to 72 ports

this is key - putting both in a top-left and bottom-right relation (with the country going
first of the two in the top left), you have countered the FTA flawlessly

context is correct about the HQ placement but the colours do not matter. NOT THAT I THINK IT
WOULD MAKE MUCH DIFFERENCE
