A few suggestions for this one:

1) The funding might have to be like 1.5k to warrant naval combat. If you'd prefer you could add more small
islands around the perimeter or open waters to add funds and more interesting naval battlegrounds.

2) I would add at least 1 neutral base per player on the center landmass in a location that can't be rushed by
another player. Landing all of your units by way of transport will get old, so having a way to make units on
the island would be nice.

3) The island is a bit difficult to move around which will discourage anything but infantry, air units, and maybe
some tanks/AA. There are a couple places artillery might be useful, but it will be slow going. I'd recommend
adding some roads (can be small sections here and there) and taking out some forests. A good idea might be
to make the base from suggestion 2) in an area of heavy terrain but leave space to land units like rockets
near roads etc. for easy reinforcement. This will encourage use of both the base for building and the
transports for supplying extra units.

4) FTA and turn order should be addressed. Quick tutorial, if you have 4 players on a map that take turns in
order A, B, C, D, then the map should be organized that A and B are on diagonal opposite corners and C and
D are on the other diagonal opposites. This means that the only teams A and B interact with early on will be
after them and for C and D the opposite will be true. This makes it clear how to give FTA counters whereas
the setup you have no would complicate things. If you switch CI and TG and then give TG and PL each an
infantry, you should be alright. For more information on balance/FTA, take a look at any of the "FTA Part #..."

I explain a lot in the comments of each of those maps (there are 10) and the maps serve as a physical
example for each topic I explain (which is mentioned in the title of each map). Also, map making and
FTA/balance guides exist on the forum(s) and I link to those in my comment on many of these maps. I highly
recommend those guides.

Oh, and also, if PL has a lander, everyone else should too.

I don't think giving PL a Lander counters FTA at all, especially when each player has 4k income at the start...
