So RF is going to kill/cripple almost every enemy unit on the map before CI or PC even
have a chance to go, how is that fair exactly? Actually PC doesn't have an HQ so they
don't even show up, so it's even more fun for CI.

Well it's Fog of War, you have to find the enemy first.

On Day 1, finding the enemy isn't much of a problem.

Yeah, that doesn't change much at all, especially considering the player can reference the
map setup so they know where to look to reveal enemy units (most notably subs).

Alright so first of all, you can't expect other players to just know that a map is
intended for fog of war if you don't say anything to that effect. Secondly, as Nyvelion
and Xmo5 have noted, FoW is really not going to change things much, RF is still going to
wipe most things out.

I would also like to point out again that as the map is right now, PC doesn't actually
exist. Without an HQ, a country does not show up on the map at all when a game starts, and
a player can't join as that country.

Giving PC a lab would also help them exist, if that's what you intended, but had something
specific against the way their HQ looked.

I'll try to give some simpler advice. At the moment there are several issues
with your map that make it relatively unfun to play on.
1. There is a lack of a balanced front that encourges healthy gameplay.
There isn't much terrain for units to dance or hide behind leading to stale
throw-your-units-at-each-other type gameplay. The predeployed units being
so close also gives extreme advantages to Red Fire and again doesn't
encourage much strategy apart from attacking the nearest enemy unit.

2. Terrain clumps. These often give unnecessary defensive points for
whoever is on them and reduces movement of most units, which leads to
unhealthy gameplay. Try spreading them out for a more interactive game.

3. Lastly your historical references are unfortunately quite off. Most of your
cities are clumped around the Virginia area when there should be a good
evening-out of them across the seaboard. Like I said earlier these clumps
of cities are just not good for gameplay and adding more varied or plain
terrain would help a lot here. For the sake of historical accuracy maybe try
having the battles focus around certain areas (as in real life) instead of all
across the east coast.
