I'm not really seeing how BM has a shot at this, especially considering the OS tank can
eventually escape and sit on a city unless BM tries to capture it first. I doubt they can
successfully capture all 4.

So BM should attack tank with infantries! With sheer dependance of luck... (and dont forget to keep the tank
trapped)
Believe it or not, if BM is *quite lucky*, the OS tank should be down!
(10HP inf does 4-11damage to tank on woods)

So you think which side will win?

Fortunately for OS, they don't have to take out all 7 BM infantry to break through to a
city for repairs even if BM does get really lucky.

in fact, in my own trials, BM wins 5 times out of 10. It IS quite 'fair' (of course strategy is needed)
small danages COULD be powerful. You may imagine or try a battle yourself, before rating the map

For the record I haven't rated the map. Also, as Nyvelion implies, trialing successfully
vs the AI isn't equivalent to being functional on AWBW.

If you took out the OS cities, it would be much more fair. If it wasn't close enough, you
could probably further modify the terrain slightly to get it where it needs to be; perhaps
giving BM one mountain or used silo tile instead of forest could do it, who knows? I
haven't gone through the math to figure out exactly how lucky the infantry would have to
be, but you'd basically have to make it that an average of 50% luck (from either side) is
just enough to kill the opponent's unit(s) and win. Keep in mind that (I believe) the
damage is cumulative to more precision than the HP shows. In other words, 19% would do 1
HP damage, but if the next attack did 1%, it would be enough to add up to a 2nd HP worth
of damage. Similarly, 5 attacks of 12% give you 6 HP damage total, but every attack would
do 1 HP damage until the 5th one.

Well, don't be too serious, I simply made this for fun. The idea of 7000G of infantries
swarming a 7000G tank, even with decent chance of winning, is already... fascinating.
