I think the biggest thing working against you here is the horizontal mirror symmetry,
along with small, disconnected land fronts. I think the best thing you can do here is
expand the north and south land fronts, even reducing the size of the central lake and
provide each player with a preowned lander to allow for transport between the two fronts.
As it is, naval combat won't develop, and that's actually a hard thing to encourage
effectively anyway, so losing that component shouldn't be a major negative.

I would also make the paths through the bottom front more accessible because right now it
won't be utilized very much and a single land front isn't very fun or balanced. I think it
would also be a good idea to swap the non-counter base with the neutral city directly to
the north and then maybe move the neutral base north by a space or two. I'd recommend an
airport where the used silo is, just south of the port, and then I would switch the FTA
counter to the base closest to the neutral base.

I know that sounds like a lot, but I think those changes will go a long way to improving
the map.
