hm the sub on the headquarter seems to be a problem. Is there even a theoretical way to
loose for those players?

I'm sure the subs are just there to stop GE winning on day 4 by capture. I don't think they are problematic. This
will obviously be decided by attrition anyway.

Everdan, you cannot kill the sub, so you cannot win by killing all units and you cannot
get the HQ since it is protected by the sub.

For re-balancing:
1.) Replace the subs with blackboats. So the HQs cannot be taken soon but in the end they
can be taken.
2.) Make several of GE starting properties neutral (e.g. all the cities). GE gets too
much income initially.

I don't think HQs refuel subs, but I could be wrong. If that's the case, the sub will run
out of fuel quickly when submerged, but is vulnerable to attack when not submerged. If the
HQ does refuel it, then yeah, all you have to do is dive your sub and it's invincible .
