The neutral bases are too heavily contested, I think. This makes it so that each player can easily interrupt the
opponent from capturing their own neutral base and can seriously impact a smooth, natural development of a
match as well as introduce imbalances.

Also, to counter FTA fully here, you'll need to also give YC a preowned city, preferably one of the ones right next
to OS's HQ. The single infantry counter is designed for 2 bases and this extra little bit of funding for YC helps
even things up a bit more when a 3rd base is introduced.
