You'll have some STA since the counter base is responsible for the airport, neutral base,
and over half of the funding. Otherwise this looks pretty good.

The cities are a bit too much I think, I'll find away to balance that out at the north and
the south part. I might consider put the airport at the corner if the air are taking too
much advantage. Though, I don't feel like that's the problem at moment.
