You should also give PL an extra city to complete the FTA counter for 3 starting bases. I
recommend one of the cities within 1 move of either AB base close to the HQ, preferably
one that doesn't lead directly to the center.

EDIT: I see now that you've done the city counter already, but you've done it for the
wrong side. PL needs the city, not AB. The placement is fine, just switch which team has
the city by their opponent's base.
