STA since RF starts a full turn ahead of OS with the infantry. The neutral city next to OS should be RF's or infantry should be moved back. |

Well, it's complicated. I wouldn't go so far as to say that RF starts a full turn ahead, since both players start with 5k income, allowing for non-infantry first turn purchases. That said, I also wouldn't go so far as to say that the high starting income solves the problem; if anything, it probably just makes it worse. As a general rule, you should always start with an even number of bases, each base should be equally important, and the second player should get an infantry on half of them. Also, you should limit both players to having minimal starting income as possible (HQ and 2 bases, typically) as this reduces the number of options on Day 1, reducing FTA and giving you fewer options to consider when countering it. |
